Premium english domains registered in non english speaking CCTLD, how do they find end users? It doesn't make sense to me that there is a need for it by end users in those non-english speaking countries.

An example is DataCube.com owned by bmugford is registered in several non-english CCTLDs like .de, .be, .ru, .cz, .fr etc. While will endusers in germany, belgium, russia, czech Republic, france buy the premium english keywords in their cctlds since english is not their official language?

Are there really end users' demand for premium english keywords registered in non- english countries extensions? Or is it domainers blindly registering premium english domains in several extensions including non-english speaking CCTLDs?

I can't seem to comprehend the rationale.
