Hand reg - term clarification

Hi all,

Might be a silly question but I just need clarification of the term hand reg as I see it often here on NP

Does it mean to ‘invent’ a domain name on a register at default hand reg price

Or

Does it mean an expired domain that has come back into circulation, ‘hand reg’d’ again at default price

I assume the former but I’m just wondering if re-regging an expired domain falls under the same classification
